JICA's Technical Assistance
Project for EAC
In year 2002 and 2003,
Japan International Cooperation Agency (hereinafter referred
to as "JICA") has granted the Technical Assistance
to Ministry of Industry, Mines and Energy (MINE)
for the
Project of Establishment of Electric Power Technical
Standard and Guidelines for the Kingdom of Cambodia. At
present, this Project has been completed and provide a
technical document namely "General Conditions of
Electric power Technical Standards" and now this
document is under process of approval for general use.
During 15th
February 2004 to 23th February 2004, one of the
JICA's working groups headed by Mr. Massami FUWA, visited
the Kingdom of Cambodia on the purpose of continuing to
discuss the Technical Cooperation on "The Formulation
the second document of Electric Power Technical
Standard". The working group has signed the Minutes of
Meeting between JICA representative,
MIME, EAC and EDC on 23
February 2004. In the Minutes of Meeting, all parties were
agreed of the formulation of "The Specific Requirements
of Technical Standard" focus on distribution,
transmission, thermal power generation and in-house wiring
as the first priority.
In this Technical
Assistance Project, EAC will be the executing agency of the
Project. The working
group, which cooperate with Japanese
Expert consist of 12 persons, 4 persons from EAC, 4 persons
form MIME and 4 Persons from EDC.
In accordance with the
application of EAC sent to JICA on 25 March 2004, the new
Project has
the main purposes as follows:
1 Formulation of specific requirements of
Technical Standard
2 Formulation of regulations for EAC
3 Training EAC's engineers for
implementation this Technical Standard
4 Provision of Advisory Expert for
Technical and Regulation to EAC
According to the
information from JICA representative in Cambodia, this
Project has be accepted by JICA and will be started of
February 2005 ahead.
Consultation for issue of license
As per the procedure for
issuing, revising, suspending, revoking or denying licenses,
EAC has to publicize to the concerned public, local
authorities of the area of license and government to provide
the suggestions and comments on issuing the requested
license. The summarized contents of the application for
grant of license and the draft licenses proposes to be
issued are hereby publicized for comments from the public.
